Le 25 janvier 2018, l’hôtel Azalai Salam de Bamako a servi de cadre a un point de presse organisé par le comité international de la Croix-Rouge. L’objectif était de mettre à la portée de la population les informations sur le CICR et son rôle.
Le comité international de la Croix-Rouge est une organisation impartiale, neutre et indépendante. Sa mission exclusivement humanitaire est de protéger la vie et la dignité des victimes de conflits armés et d’autres situations de violences et de leur porter assistance. Depuis plus de 150 ans, cette organisation met tout en œuvre pour améliorer leur sort et préserver leur dignité, souvent en collaboration avec ses partenaires de la Croix-Rouge et du Croissant-Rouge. Mme Christine Beerli, vice-présidente du comité international de la Croix-Rouge, effectue une visite de travail au Mali du 21 au 25 Janvier 2018. Elle s’est rendue dans trois régions du Mali : Mopti, Gao et Tombouctou où le CICR mène des activités en collaboration avec la Croix-Rouge malienne. Dès qu’un conflit éclate dans le monde, le comité international de la Croix-Rouge met sur pied des opérations d’urgence pour y faire face, dont un large éventail d’activités médicales allant de l’évacuation des blessés à la chirurgie de guerre.
Au Mali en 2014, pour aider les membres de familles dispersées à rétablir le contact, le CICR a permis l’échange d’un millier de messages Croix-Rouge et facilité près de 4000 conversations téléphoniques. En outre, plus d’une centaine de personnes recherchées par leurs proches ont été retrouvées, et 22 enfants séparés de leur familles réunis avec leurs parents. Le CICR visite les prisons au Mali depuis plus de 20 ans. Un accord signé avec le gouvernement en avril 2013 autorise le CICR à se rendre dans tous les lieux de détention du pays et contribue à faciliter les activités de l’institution en faveur des détenus. Les principes fondamentaux de la Croix-Rouge sont entre autre : Tout d’abord, l’humanité, née du souci de porter secours sans discrimination aux blessés des champs de bataille. L’impartialité, il ne fait aucune distinction de nationalité, de race, de religion, de condition sociale et d’appartenance politique ; ensuite Neutralité, enfin de garder la confiance de tous, le mouvement s’abstient de prendre part aux hostilités et en tout temps, aux controverses d’ordre politique, racial religieux et idéologique. Et enfin un principe d’indépendance.
En effet pour la protection de la population civile, le CICR œuvre pour le respect du droit international humanitaire (DIH) qui impose aux combattants de protéger la population civile. Pour ce faire, le CICR maintient un contact direct et confidentiel avec toutes les parties impliquées afin de les convaincre de remédier aux problèmes constatés sur le terrain qui affectent la population civile. « Nous travaillons au Nord et au Centre du Mali. Il était très important pour moi de venir voir cette opération et si nous pouvons faire des différences. C’est important de mettre en œuvre un acteur humanitaire, indépendant neutre et impartial qui travaille dans ce sens. L’objectif visé par ce point de presse est d’informer les médias, la population de l’existence du CICR et que nous travaillons ici au Mali. La situation sécuritaire du Mali ne s’est pas améliorée depuis quelques années. La population est dans le besoin au Nord et au Centre. Nous espérons que la paix et la sécurité règnera au Mali » a déclaré Mme Christine Beerli, vice-présidente du comité international de la Croix-Rouge.
La majorité de leurs 16000 collaborateurs travaillent sur le terrain. Ils mènent leurs opérations avec le soutien et sous la supervision indispensables de leur siège à Genève, en suisse. Le CICR a des collaborateurs dans 80 pays dans le monde, où il fournit une aide d’urgence aux personnes en détresse, dans des centres régionaux, à partir desquels ils coordonnent et distribuent l’aide ou encore dans de grandes villes où les collaborateurs mènent des activités de diplomatie humanitaire.
